The HSE on behalf of National HR wishes to engage with the market by inviting companies who provide an online Learning and Development Management Solution to submit a response to certain questions provided in the preliminary market consultation (PMC) document. The purpose for this preliminary market consultation is to facilitate a structured exchange of information with, and feedback from suppliers, who feel they are qualified to provide all or part of the solution required to meet the HSE’s HSeLand Learning and Development Platform’s requirements before running any formal public procurement process. The preliminary market consultation document is being made available on the understanding and on condition that it is to be used solely for the purposes outlined therein. Interested parties should note that this is not a call for competition, and there will be no award of business or contract as a result of this preliminary market consultation process. The preliminary market consultation document does not constitute a representation that a HSeLanD Learning and Development Platform will in fact be procured, in whole or in part. Nor does it constitute an invitation to tender or an offer to enter into a contract. No contractual relationship will be formed arising from any response submitted to the preliminary market consultation document.
