- The purpose of this Pre Market Consultation is to inform prospective candidates of a potential opportunity with the Land Development Agency (LDA) for the construction and delivery of an Affordable Purchase Housing Development at Cherry Orchard, Dublin 10. The LDA was established in September 2018 and is a key Irish Government land management initiative. The Government has committed to providing the LDA with equity capital of up to EUR 8.75 billion to facilitate large scale housing delivery. The core objectives of the LDA are to: Coordinate appropriate State lands throughout the country for regeneration and development and support housing delivery. Drive strategic land assembly in collaboration with public and private sector landowners. Contribute to the delivery of affordable housing. Promote innovation and best practice in housing and land management. DESCRIPTION OF THE WORKS The site is located in Dublin 10, west of Dublin City Centre. The site extends to approximately 6 hectares and is bounded by Wheatfield Prison to the west, Cherry Orchard Hospital to the north, Cherry Orchard Football Club to the east and the Cherry Orchard Green residential estate to the south. The proposed development will deliver 172 new affordable purchase homes comprising 141 three bedroom homes and 31 two bedroom homes together with associated infrastructure, access roads, boundary treatments, public realm works and landscaping. The Development Partner will be responsible for the design, construction and delivery of the 172 homes following grant of planning permission through to completion and handover. The Development Partner will be responsible for compliance with all statutory requirements and building regulations. The Development Partner will also be responsible for marketing and disposal of the homes together with post completion defect management. A pipeline of pre qualified purchasers is expected to be provided through the Local Authority Affordable Purchase Scheme. The LDA is expected to provide a backstop arrangement where a home remains unsold after an agreed period. The project is intended to be procured through a two stage competitive tender process leading to the award of a Development Partner Agreement. Applicants are currently expected to provide a team which may include: Developer Building Works Contractor Project Supervisor Construction Stage Sales Agent Architect Mechanical and Electrical Engineer Civil and Structural Engineer Fire Safety Consultant Landscape Architect Project Supervisor Design Process Other specialist advisers as required Planning permission was granted through the Part 8 process by Dublin City and County Councils under reference 24313/22. Further details of the approved development are available through the relevant planning portal. DESCRIPTION OF THE PROCUREMENT Two stage competitive procedure. Development Partner Agreement. The scope of works will be described in detail within the procurement documentation. MARKET ENGAGEMENT EVENT The Contracting Authority intends to hold a Market Engagement Event on 23 June 2026 at the Aspect Hotel Park West, New Nangor Road, Park West Business Campus, Dublin 12. The purpose of the event is to inform interested economic operators about the Cherry Orchard Affordable Purchase Housing Development. Interested parties should register their interest through the eTenders messaging facility. NOTE This PMC is issued for information purposes only and to advise economic operators of the LDA's intention to procure this opportunity through a restricted procedure. This notice does not constitute a call for competition, a contract notice or an invitation to tender. No procurement documents are available at this stage. Details of any future procurement will be published on eTenders and in the Official Journal of the European Union. The LDA does not require any response to this Prior Information Notice. Nothing contained in this notice shall be construed as a commitment by the LDA to enter into any contractual arrangement. The LDA is subject to the provisions of the Freedom of Information Act 2014. PROPOSED ISSUE OF PROCUREMENT DOCUMENTS The Pre Qualification Questionnaire is currently anticipated to be issued during July 2026.
