- The Department of Climate, Energy and the Environment (DCEE) is currently engaging in a process to assess the procurement of adequate external support to provide for the necessary administrative and technical services that are required for the regulation of the delivery of the rehabilitation of the next 8,300ha of Bord na Móna’s (BnM) on-going Peatland Rehabilitation Scheme, due to be completed by 2030. This follows a decision in July 2025 by the Minister for Climate, Energy and the Environment to support a timed extension to the scheme from its original end date of August 31st 2026. EDRRS is one of a small number of schemes that is currently operating nationally in the LULUCF sector. The scheme is vital for the continued delivery of rehabilitated peatlands to provide carbon storage and create the basis for positive ecological outcomes across formerly industrially extracted BnM peatlands. Ensuring robust regulation of the second phase of the Scheme is an essential component and the project accountant, ecology, eco-hydrology and GIS roles will feed into this process. The following services are being sought: • External support to provide for the project accountancy, ecology, eco-hydrology, GIS and remote sensing services that are required for the regulation of the delivery of the rehabilitation of approx 8,300 ha. of peatlands that BnM has committed to rehabilitate under the Enhanced Decommissioning, Rehabilitation and Restoration Scheme (EDRRS) between September 2026 and end of 2030. These services are required as the existing scheme arrangements only run until 31 August 2026, the original end date for the scheme. These services will incorporate the specifications required within the scheme regulatory governance documents post-August 31st 2026 to ensure that the next phase maintains the same high standards and integrity of results delivered as has heretofore been the case out to December 2030. The key aspects of the services required are to provide a review of annual scheme budgets, quarterly grant claims and expenditure and other financial information as may be provided, as well as providing technical expertise for oversight of this peatland rehabilitation project to comprise a review of between 5 and 8 peatland rehabilitation and decommissioning plans and methods over 4 years and to ensure that works are carried out to the required standard as set out in plans and the scheme methodology by way of review of approximately 8 completed rehabilitation plans and decommissioning works.
