Description:
The purpose of this competition is to provide systems and personnel to perform the maintenance, operations and emergency response for the Gas Networks Ireland (UK) (GNI (UK) South West Scotland Onshore Systems GNI (UK) operate the South West Scotland Onshore Systems including; Brighouse Bay and Beattock compressor stations, two onshore pipelines, Twynholm AGI and seven block valve stations to transport natural gas from the UK to Ireland. The scope of assets include: • The 80km, 750mm diameter S1 pipeline from Beattock to Brighouse Bay. • The 30km, 900mm diameter SS2 pipeline section from Beattock and Cluden (Block valve 6) • The 50km, 900mm diameter SS2 pipeline section from Cluden to Brighouse Bay • Beattock Gas Compressor Station - (operating pressure up to 85 bar) with four Solar Mars 11MW Gas Turbines driving 4 Thermodyn centrifugal gas compressors. • Brighouse Bay Gas Compressor -Station (Operating Pressure up to 148 Bar) with three Siemens SGT 200 Gas Turbines and three Solar Taurus 8MW Gas Turbines driving 6 Thermodyn centrifugal gas compressors. • Seven block valve stations. • Twynholm AGI - A fiscal metered pipeline offtake supplying gas into Northern Ireland. • Future planned EMD (Electric Motor Drvien) compressor Unit and hall at each compressor station including ancillary equipment (High Volateg (HV) switchgear, HV transformers etc.). The Scope of Services will involve all activities associated with the local operation, maintenance and emergency response of the above mentioned high pressure Network in accordance with all relevant gas industry/statutory regulations including, but not limited, to I.G.E.M. TD1/TD9/TD13 or equivalents, G.S.(M)R/96, P.S.R./96 and GNI (UK) Procedures or equivalent, relevant environmental licence regulations and legislation. Successful Applicants must: · Perform all planned, unplanned and reactivre maintenance as directed using MAXIMO maintenance management systems and per GNI (UK)s functional safety requirement documents (FSRs). · Carry out inspection of primary protective devices and large pressure vessels as per Pressure System Safety Regulation (PSSR) Written Scheme of Examination (WSOE) and manage, update and maintain WSOE documentation. · Operate in accordance with all the relevant gas industry/statutory regulations and produce, update and maintain all relevant documentation and procedures including operating procedures, risk assessments, etc. required to comply with such regulations. · Conduct duties associated with the Principle Designer and Principal Contractor as required. · Operate a permit to work system onsite maintaining a list of authorising engineers, permit originators and performing authorities who are authorised to perform permitted and non routine operations on the Network. · Provide suitably-qualified staffing so as to be able to carry out normal inspection, adjustment, maintenance recalibration and local operation where required, etc. of all facilities with the ability for personnel to operate across both compressor stations in particular as required. Such maintenance shall be on a planned preventative basis. · Manage all agricultural remediation activities on the network. · Provide suitably-qualified on call staffing at all times so as to be able to respond to any alarms/emergencies on any part of the system within one hour and return equipment to service in a timely manner. · Manage and supervise all contractor`s activity both inside the compressor station sites, block valve sites, Twnholm AGI and on the cross country transmission pipeline systems. · Carry out security checks, inspections, surveillance and CP monitoring of the pipeline (including helicopter surveillance). · Maintain a 24 hour telephone response system to deal with enquiries or reports from the third parties/general public in the area of the Network. · Participate in the GNI (UK) Ltd. Energy Management Process. · Provide a comprehensive major emergency response service including management, technical back-up, personnel, equipment, and related services (such as public relations, etc.) to deal with incidents and to repair damage to or affecting the Network. · Liaise directly and manage relationships with regulatory stakeholders as directed by the GNI (UK) Ltd. · Comply with GNI (UK) Ltd.`s various quality, safety and environmental quality management systems and relevant ISO specifications. • The successful Applicant shall perform all works where directed by GNI (UK) Ltd. using GNI (UK) Ltd.’s Work and Asset Management System – Maximo. • Perform all maintenance as directed using MAXIMO maintenance management systems. The successful Applicant must manage 2 warehouses: 1No. in Beattock and 1No. in Brighouse Bay. The successful Applicant must appoint a dedicated storesperson at both sites to manage goods in, and goods out at both locations. COMPRESSOR STATIONS: Scope will include but is not limited to: · Daily security checks. · Full implementation of grid control commands · Maintain maximum plant availability and efficiency · Inspection and maintenance of all plant and ancillary equipment systems in accordance with statutory requirements and the provision of manufacturer's recommendations, and in compliance with an approved GNI (UK) Ltd. maintenance programme. · Management and control of spare parts and other stocks
