- To assist with the administration of OPW's Optimising Power @ Work energy efficiency campaign, the Office of Public Works (OPW) intend to establish a Framework from which Energy Specialists providing professional services in the areas of staff energy awareness, Behavioural Change, Energy Auditing/Reporting, Optimisation of Building Management Systems (BMS) and controls in Central Government and Public Sector Facilities, may be appointed. These facilities may include Hospitals, Prisons, Third Level Education Institutions, Laboratories, Data Centres, Office Accommodation, County Councils and other Public Sector buildings. Over 50 large facilities participate in Optimising Power @ Work's Wider Public Sector programme currently. The contracts associated with these participants will expire during the new framework term and in many cases will be due for retendering under the new framework rules. (subject to approvals). In addition approximately 15No facilities have applied to join the programme. Up to five suitable Energy Specialist service providers shall be appointed to the framework. This CfT includes notional tender requests for a representative sample of the type of facilities that participate in the programme. The rates quoted in the notional tender returns will form the cost basis for the award of future contracts from the framework in accordance with the framework rules. The success of the Optimising Power @ Work programme relies on 3 fundamental elements: 1. Technology: Energy loggers and metering (installed by others as required but periodically validated by the appointed service provider during the contract term) 2. Specialist Resources: Energy advisors are appointed from the framework to work with energy teams in each building 3. Staff Engagement: Active energy teams comprising managers, staff and other key stakeholders in each building The purpose of this CfT is to select suitable service providers for appointment (as per item No.2 above) to a framework for the provision of specialist energy services as described in the services requirements.
