Description:
The objective of this Request for Tender is to identify a suitably qualified and experienced consultant to carry out the necessary analysis and prepare an Energy Master Plan for the Killanne Union of Parishes which includes Killanne, Davidstown, Castleboro and Templeshambo, County Wexford (Sustainable Energy Community: SEC). The EMP of Killanne includes the parishes of Killanne, Clonroche, Davidstown, Castleboro and Templeshambo which are all nestled at the foot of the Blackstairs Mountains. The nearest town to these villages is Enniscorthy Town which is located approximately 13km from Killanne, Templeshambo, Clonroche and Castleboro, and 6km from Davidstown. Templeshambo: Templeshambo is a small remote village with very little businesses or facilities in the immediate area. There is Templeshambo Church and an old school house in the village., Clonroche: Clonroche has a range of services and facilities including a National School, service station, grocery shop, Outdoor Recreation Park, Village Park, Chipper, Pub, Health Centre, Garda Station, Kitchen Supply Store, Hardware Store, Toy Store, Tirlan Store and Garden Centre. Just outside the village of Clonroche there are two popular tourist attractions Secret Valley Wildlife Park and The Berry Farm. Killanne: The village of Killanne is a rural village with basic services and facilities including a Church of Ireland, a community hall, a pub, a village takeaway, and a bed and breakfast. Killanne does not have a National School in the village but the village of Rathnure located approximately 3.5km away does, along with GAA and outdoor recreation facilities. Davidstown: Davidstown has St. Peter's Church, National School (Scoil Mhuire), pub, archery park and store, home goods store and water treatment store. Castleboro: Castleboro is a small rural village with very few communal facilities with a nearby GAA facilities (Cloughbawn GAA Club), a kindergarden, and a garden centre. Castleboro House, a large ruined manner is also located here but is privately owned. This SEC is part of the SEAI network across Ireland which is designed to enable a better understanding of how communities use energy and how they can save energy across all sectors. The Network's core purpose is to catalyse and support a national movement of SECs operating in every part of the country. A SEC is a community in which everyone works together to develop a sustainable energy system. To do so, they aim as far as possible to be energy efficient, to use renewable energy where feasible and to develop smart energy solutions. A SEC can include all the different energy users in the community including homes, sports clubs, community centres, churches and businesses. Further information on the SEAI's SEC programme can be found at www.seai.ie/SEC/ The Energy Master Plan will need to include the following core activities: 1 An analysis of the SEC's baseline data within the 9 small area maps highlighted below using the SEA! tables to enable comparison across all SEC master plans nationally. Residential Sector Non-residential Sector Transport Sector 2 Identify existing renewable energy sources embedded within the SEC. 3 Audits Completion of 6 Energy Audits (Ashrae Level 2) for community facilities Completion of 4 Home Energy Assessments 3 Registration of Opportunities - list of potential projects for energy efficiency and renewable energy. 4 Select suitable projects for years 1, 2 and 3. Set targets against the baseline figures. 5 Allow periodic updating of the SEC energy status in order to track progress against the targets 6 Community Engagement and launch of the EMP to include a public information session; 4-page summary report; and a short video suitable for sharing on social media. The geographic area for the EMP is outlined below showing the CSO Small Area boundaries highlighted in yellow. This is to be considered as an indicative boundary rather than a strict limit for the EMP.
