- The Health and Safety Authority (HSA) invites submissions for a Review of Psychosocial Hazards and Human Factors. HSA would like the following four (4) research questions addressed: 1. Drawing on international health and safety regulatory practice, conduct a literature review of regulatory approaches to addressing psychosocial hazards in the workplace. This review should include: a) A comparison of how specific regulators differ in their approach to the regulation of psychosocial hazards and human factors (include UK, Australia, New Zealand, Canada and a minimum of 4 key European jurisdictions). b) What principles underpin their approach — e.g., risk-based, systems-focused, proportionality? c) How do they balance promotion and enforcement? Please refer to their proportion of regulation to promotion activity and how internal resource is utilised to support this approach. d) How do other regulators measure the outcomes of their approach to the regulation of psychosocial hazards and human factors? 2. Drawing on available research and data in Ireland (e.g. State Claims Agency, Workplace Relations Commission, Injuries Resolution Board, Central Statistics Office) identify data and use this to support a business and moral case for psychosocial risk management in the Irish workplace. 3. Drawing on research evidence and alignment with international health and safety regulatory practice, please outline other future potential psychosocial hazards, in order of priority/hierarchy, that may be considered as key psychosocial hazards within the Health and Safety Authority. 4. Based on the findings of the questions at 1, 2, and 3 above provide a set of recommendations to HSA on their regulatory approach to psychosocial hazards and human factors in the workplace.
