- The HSE invites suitably qualified service providers to submit tenders for appointment to a Panel for Reviews in relation to safety incidents, Investigations of complaints and Service reviews of Governance, Quality, Safety and Risk and Audit. Please note that this process is to form a Panel Agreement. The tender process is being conducted under Annex XIV of Procurement directives 2014/24/EU. The required services are listed as Annex XIV services, and accordingly, only Articles 74 to 77 of Directive 2014/24/EC applies to the award of any contract(s) that arise from this process. The HSE is using a procedure analogous to the open procedure for the establishment of this multi supplier panel. Applicants are invited to submit completed responses in accordance with the conditions set out in this documentation (and any clarifications that may follow). In order to maintain a competitive and sustainable marketplace, the HSE may, at its absolute discretion, re-open the Panel Agreement every six [6] months to allow new suitably qualified Applicants join the Panel.
