Description:
MEDITE Europe DAC are seeking suitably qualified companies for the supply of PSCS services to support the shortly commencing construction phase of Project Shine. Please see Project Supervisor Construction Stage (PSCS) services outlined below We have plans to modernize our MDF facility with an investment in new equipment called Project Shine. 3D layout of existing + proposed can be found in Appendix 3: Layout Drawings. (Which can be made available upon request to Ciara.Walsh@mdfosb.com following signing an NDA). Project Shine involves the installation of the following: • Wet fuel handling system of which the main component are: • Walking floor system • Various conveyors • Screens + Hoppers • Dry Fuel handling system of which the main components are: • Edge trim + dust silo • Blowers • Ducting and diverters • Energy plant of which the main components are: • Walking floor system for biomass fuel • Main 56MW biomass furnace • Thermal Oil Heating + pumping • Electrostatic Precipitator • Steam Generator • Associated ID fans: recirculation, primary + secondary. • MDF dryers of which the main components are: • Hot Gas Duct • Face Dryer • Core Dryer • Associated fans • Services + utilities to the above, mainly: • Thermal oil • Compressed air • Process Water • Fire detection + suppression • Natural Gas • Steam • Storm and foul water • Bunds where necessary The main requirements of the PSCS Services are outlined below • Organise effective co-operation, co-ordination + communication between contractors, sub-contractors + client through daily whiteboard, weekly + monthly meetings • Liaise with the various vendors/contractors, identify hazards arising from the construction or from the technical, organisational, planning or time related aspects of the project. Review of proposed equipment layouts and vendor tender documents for necessary health + safety requirements. Make recommendations to client + contractors. • Where possible, eliminate the hazards or reduce the risks through consultation + co-operation of and between contractors and client. Identify interdependencies and possible clashes between various vendor packages so they can be resolved in a timely manner. • Communicate necessary control measures, design assumptions or remaining risks to the contractors so they can be dealt with. • Review Vendor Proposals for compliance with EU Machinery Directive + ATEX requirements. • Ensure all HAZOP recommendations are implemented. • Review Building design layout for compliance with relevant safety regulations and best. (BCAR etc.) • Complete AF2 forms and all other necessary notices + communications to H.S.A. • Complete the Health + Safety Plan (including traffic management plan, walkways, construction compound, laydown areas). • Appoint a safety adviser where there are more than 100 personnel on site • Provide all necessary Safety File information to the PSDP. • Ensure there is adequate Welfare facilities for number of personnel. • Manage the segregation and restricted entry to the construction site • Responsible for Inductions • Maintain registers + records for: • Training files • Safe pass • CSCS • Harness training • First aid • PAT equipment • GA1 Report of Thorough Examination • GA2 Weekly Examination of Lifting Equipment • GA3 Work Equipment for Working at Height • Accidents + incidents • Dangerous Occurrences • Toolbox talks • Relevant topics to be covered • Records • Evacuation drills • Safety equipment inspections i.e. harness • Issue + close Permit to Works not limited to; • Working at Height • LOTO • Confined Space • Define Hot Work Areas + implement permits • NDT X-ray • Permits outside of main construction site/client areas • Sprinkler impairments ** Please find the attached Tender Document for the full and complete Scope of Works
