- The new Forestry Programme 2023-2027 was approved by the Government on the 6th September 2023, along with other non-Programme actions under the Forest Strategy Implementation Plan. The €1.3 billion funded Forestry Programme 2023-2027 is the largest and most environmentally friendly forestry programme to date. The new Forest Strategy places an emphasis on increasing the diversity of tree species established, including a significant increase in the use of broadleaf and native tree species. In addition, the Department's Agri-Climate Rural Environment Scheme includes tree planting measures which require quantities of a broadleaf tree species, in particular species associated with hedgerow establishment. In combination, these schemes point to a likely significant increase in demand for broadleaf seed from Irish sources, in addition to the need for seed and other reproductive material for eligible non-native tree species. Forest nurseries, due to the lead-in time to produce planting material (2-4 years depending on species), are exposed to changes in forestation levels and other external factors. Due to the oceanic climate inherent on the island of Ireland , good seed years vary greatly by species and location. For instance, species such as oak may produce small seed crops in scattered locations every few years but produce only major crops once every 5 to 10 or more years. While the storage of conifer and some broadleaved seed can overcome supply difficulties, some species, particularly the large-seeded broadleaves, cannot be stored for any great length of time. A forecast of potential Forest Reproductive Material (FRM) demand for forestry purposes in Ireland is required for the successful planning and development of the Forestry Nursery Sector so that future demands are met to supply quality FRM which will support the Forestry Sector in realising the economic, environmental, scientific and social potential of forests. It is envisaged that the forecast will deliver an indicative estimate of the • demand for planting stock per year over the period • demand for seed per year over the period.
