Description:
Greystones, located in County Wicklow, is a bustling commuter town experiencing significant daily traffic flow from the south to the north, primarily towards Bray and the greater Dublin area. Additionally, substantial residential development and increasing pupil numbers in various schools have placed considerable pressure on the current road network, which is neither suitable nor supportive of a shift to more sustainable modes of travel. Chapel Road, between Delgany and Blacklion, is a particularly busy section that has been under appraisal for several years. Multiple planning permissions granted along this section have led to the completion of various roadway segments through developer-led construction projects. While these developments are beneficial, they have resulted in a lack of continuity between the completed sections. This project aims to address the section of roadway from the Chapel Road and Convent Road Roundabout north to the Blacklion Manor Road, connecting to the Seagreen Housing Development. A portion of this route is being delivered by D-RES Properties under Wicklow County Council Planning Ref 18/678. The scheme has been proposed for several years and is highlighted within the Greystones Local Area Plan 2013–2019. Currently, pedestrian and cycle facilities along Chapel Road do not provide a coherent, attractive, or safe experience for young children traveling to and from school. Improving this road will benefit all road users and enhance sustainable travel modes such as walking and cycling. St. Laurence’s National School, located along Chapel Road, experiences significant congestion during peak hours and school drop-off and collection times. Realigning and upgrading the road will bypass the school, reduce congestion, and improve vehicular movements. The overall project involves upgrading and realigning Chapel Road to improve vehicular movement and enhance the pedestrian and cycle environment. The upgraded road will be sufficiently wide to accommodate two-way traffic, off-road cycle paths, and footpaths on both sides. Wicklow County Council is seeking a qualified works contractor for the Chapel Road Pedestrian and Cyclist Infrastructure Scheme. The primary goals of this project are to enhance traffic flow and provide high-quality facilities for cyclists and pedestrians. The contractor will be responsible for delivering the road improvements, supervising the construction process, and managing the handover phase. The scheme includes two main sections: • Section 1: Convent Road Roundabout to Chapel Road (approximately 384 meters) • Section 2: Chapel Road/Dromont Estate Junction to Blacklion Manor Road (approximately 426 meters) The scope of the Chapel Road Pedestrian and Cyclist Infrastructure Improvement Scheme encompasses all tasks outlined in the Works Requirements. The project includes, but is not limited to: • Site clearance works • Construction of new surface water drainage • Construction of new foul sewerage • Earthworks and pavement works • Construction of new footpaths, cycle tracks, and kerbing • Accommodation works for landowners, including new boundary walls, fencing, and services • Road signage and markings • Provision of new utilities and diversion/protection of existing utilities • Construction of new traffic signals • Temporary traffic management • Public lighting • Landscaping works Wicklow County Council is seeking a qualified works contractor to effectively deliver these tasks and achieve the project's goals of enhancing traffic flow and providing high-quality facilities for cyclists and pedestrians.
