- The Commissioners of Public Works in Ireland are seeking Structural Engineering Consultancy Services in respect of the construction of a new Visitor Facility at 8-9 Moore Lane, Dublin 1. The building will represent a second element of the development at the 14/17 Moore St site, the first part comprising of the conservation of the legacy buildings fronting onto Moore St. which are of significant historic interest. The Phase 1 element of the project is being dealt with separately and, though closely related, does not form part of the commission currently on offer. The proposed development comprises a new two-storey over (existing) basement building at 8/9 Moore Lane Dublin 1, a site which abuts the rere of the buildings at 14/17 Moore St and which itself falls within the boundary of the designated National Monument at that location. The houses at 14/17 Moore St are of particular historic significance because of their role in the 1916 Rising and which are, in service to the conclusions of the Moore St Advisory Group, a consultation process created by the Government to advise on the way forward for the site, being conserved and opened to the public as a visitor attraction. The proposed development of a new building at the Moore Lane site will form a companion building which is complementary to the existing historic buildings on Moore St and which will, when complete, form the unitary visitor experience at the site. The entire of the site, including both the historic houses and the site to the rere, is designated as a National Monument and the development of the new building will therefore be subject to particular constraints, including observance of the Ministerial Consent which is a Statutory process under the National Monuments Act. The development will not be subject to normal Planning procedures which are effectively replaced by the Ministerial Consent process. However, the Design process will in all respects mirror the normal expected standards of performance and compliance in regard to all relevant matters. The primary role envisaged for the new building is related to the visitor experience at the site. This will include: - Interpretation and Exhibition related to the 1916 Rising and the particular events that occurred within the Moore St. houses at that time. This may potentially include original artefact exhibition; - Visitor welfare facilities including toilets; - Space for appropriately-sized cultural events including commemorations, book launches, performance events etc - Space for community engagement including local organisations, schools, businesses etc Within the space between the rere of 14/17 Moore St and the proposed new building, there exists the potential for an outdoor element to the visitor experience which will exist in the transition zone between the two structures. The concept for this experience is being creatively addressed and its design and construction will ultimately form part of the project to be undertaken.
