Irish Lights owns and manages the lighthouse at the end of the Mullet peninsula at Blacksod in Co. Mayo. It marks the approaches to Blacksod Bay. The site includes a Helicopter Landing Site (HLS)that is used to support Irish Lights helicopter operations to Rathlin O’Birne, Eagle Island, Blackrock (Mayo) and Achillbeg. The site also supports Irish Coast Guard (IRCG) search and rescue (SAR) helicopter operations offshore by providing 24 hour refueling for SAR missions off the west coast and range extending refueling for returning SAR helicopters returning to base or travelling onward as part of a SAR mission. Other emergency service helicopters may visit the site too, The current refueling installation consists of a 27,000l fuel tank and adjacent refueling equipment which includes pumps, filters, and hoses. Low pressure gravity fed refueling as well as high pressure refueling is available. The fuel tank is a cylindrical single skinned tank located in a reinforced concrete bund. The fuel tank is over 25 years old. Irish Lights own the equipment and fuel tank but its fuel and maintenance are managed as part of the Irish Lights (and General Lighthouse Authorities) Aviation Services Contract. During a maintenance inspection in early 2023 a number of issues were highlighted with the fuel tank and refueling equipment. The issues with the refueling equipment are minor and it remains serviceable. Age-related deterioration was identified with the saddles which support and elevate the fuel tank above the ground. There is a significant amount of corrosion on the tank saddles and the surveyor identified that this affects the structural integrity of the supports and recommended immediate action or taking the tank out of service. The nature of this defect is such that it will continue to deteriorate in time, potentially leading to structural failure and the tank will collapse to the ground. The purpose of this request for a tender is to appoint an experienced fuel tank and fuel system specialist to supply a new fuel tank, refurbish and integrate the existing refueling equipment, fully commission and test all equipment and undertake ancillary works outlined in this specification. The contractor will also be required to undertake the decommissioning of the existing fuel tank, and its removal for responsible disposal off-site.
