The scope of the competition includes the supply, implementation, configuration, support and ongoing operation of a modern enterprise telephony and contact centre platform to meet the Council’s organisation‑wide requirements. The solution is required to support corporate telephony, Customer Services and Housing Assistance Payment (HAP) operations, including high‑volume inbound and outbound call handling, call queues, hunt groups, IVR, reporting, call recording and retention, resilience and business continuity. The proposed solution must integrate appropriately with the Council’s existing ICT environment, including Microsoft 365 and Microsoft Teams where applicable, and comply with public sector governance, security, data protection, GDPR and FOI obligations. The contract will include associated licensing, connectivity (where applicable), handsets and peripherals, migration from the existing telephony environment, training, documentation, and support services, including defined service levels and escalation arrangements. The competition is being conducted in accordance with public procurement rules and the award will be made on the basis of the Most Economically Advantageous Tender (MEAT) as set out in the tender documentation.
