N/A Provision of Management Plan Screenings and Assessments for Development of Multi access Connection Griston Bog to Ballylanders, Co Limerick MultiAccessScopingGristonBallylandersCFT2026.pdf Ballyhoura Development have secured ORIS (Outdoor Recreation Infrastructure Scheme) funding and are inviting proposals from qualified consultants with proven experience and expertise in regional strategy design and development, community and stakeholder consultation, ecological assessments, trail planning and design and sustainability to: ‘Develop a management plan, undertake suitable and necessary screenings, assessments and consultations for the development of a multi-access / off-road connection between Griston Bog and Ballylanders’. Proposals should consider relevant environmental guidelines and Irelands National Outdoor Recreation Strategy 2023-2027 Embracing Irelands Outdoors. Outdoor recreation sites and trails across the Ballyhoura region provide a recreational experience for thousands of people annually and have grown to become a critical part of the sense of place and way of life of the area. Thes recreational areas are a significant driver of local social, environmental and economic activity and contribute positively to the physical, mental and spiritual health and well-being of residents and visitors. Griston Bog is a key part of this recreational infrastructure contains an area of raised bog, a peatland habitat which is fast disappearing from the Irish countryside. The custodians of Griston Bog, Ballyhoura Heritage and Environment have a dedicated plan for Griston Bog which alongside maintaining and enhancing existing habitats aims to run a programme of awareness raising activities on site to include outreach activity and to maintain access for all to encourage the use of Griston bog by schools and the wider local community. A recent Ballyhoura Trails Masterplan,associated consultations and other local evidence has highlighted community access to trails and in some cases the lack there. The latter includes the community of Ballylanders. a) Initial Meeting An initial meeting to take place to agree parameters and format of process. b) Site Assessment and Surveys The consultants will manage and deliver the following site assessments and surveys: Topographical Measured Survey of the proposed off road connection. Any vegetation clearance that might be required to facilitate this work must be carried out outside the bird nesting season, and its impact should be assessed in ecology screening reports as necessary. • The appointed Lead Consultant will coordinate procurement and delivery of the Topographical Survey. c) Stakeholder Engagement The appointed consultant will be required to consult with a limited number of key stakeholders: • Ballyhoura Development CLG. • Landowners: The Consultant will be required to engage with landowners to establish ownership, access agreements, and wayleave requirements. o The Consultant must coordinate closely with Ballyhoura Development CLG who will assist with landowner introductions where needed. o A concise summary report detailing landowner consultation outcomes and agreements should be produced. • National Parks and Wildlife Service (NPWS) and other relevant bodies as required. • Limerick City and County Council, Rural Development Department • Limerick City and County Council, Planning Department • Local Community Groups: This can be undertaken as part of the wider engagement with the community. d) Environmental and Statutory Assessments Appropriate Assessment (AA) Screening Ecological Appraisal Screening of the route corridor with specific consideration of the ecological impact of vegetation clearance. Ecological Impact Assessment (EcIA) focusing on likely protected species along the route with appropriate surveys and mitigation recommendations. Environmental Impact Assessment (EIA) Screening to formally confirm that a full EIA is not required, while identifying and mitigating potential environmental risks. Accessibility Appraisal of the proposed route, assessing gradients, surfacing, and entrances. The lead consultant must refer to Sport Ireland’s Walking Trail Development Guidelines to determine appropriate trail classification and grading. • The trail must be designed to meet the requirements for indemnity under Sport Ireland’s public liability insurance scheme. Planning Permission • Engagement to include an ascertainment of exact requirements (including but not limited to the possibility of Planning Permission OR Section 5 exemption(s) to further the project to construction stage. The Consultant will be responsible for submission of the Planning Application, in accordance with LCCC planning procedures. h) Timeframe for completion Project should include the following stages and is anticipated to run from April 2026 to October 2026. i) Delivery Locations Ballylanders is a village in south County Limerick, Ireland. It is 37 km south of Limerick and 13 km north of Mitchelstown, on the R513 road. e) Route Selection and Feasibility Client meeting to discuss assessments and agree priority route. Following landowner consultation, and with the agreement Ballyhoura Development CLG, the Consultant will propose a preferred off-road connection between Ballylanders Village and Griston Bog. The proposed route’s feasibility study must consider ecological sensitivity, land access, safety, topography and long term usability. f) Detailed Route Design Proposal, Recommendations, Construction Project Plan and Costings Following agreement on a final design, the Consultant will prepare a comprehensive Planning package, including: • Detailed plans, sections, and elevations illustrating the route layout and infrastructure (e.g. surfacing, signage, railings, seating). • Engineering and structural drawings for new build elements. • A clear and accessible Design and Access Statement aligned with Sport Ireland’s guidance. • All relevant ecological and environmental reports, including AA Screening, EcIA, and NIS (if required). • Public communication of project -narrative, concept display and production. • Costings. Based on the final drawings a detailed cost estimate to be provided for the proposal to allow for accurate budgeting to assist the contracting tender process. g) Final Outcome The overall aim of this project is a stakeholder agreed route, design and construction project plan such that a contractor can be sought to initiate physical works.
