1 Provision of services for management and operation of Shared Island Fund peatland restoration project at Cuilcagh – Anierin Uplands SAC CFT_SIF_action implementation and monitoring_Cuilcagh_for_publication.pdf A number of tasks are included in the contract for service including restoration actions, community engagement and restoration monitoring. The overall remit is to work with WaterLANDS, WAN and NPWS to deliver restoration with the community and monitor the success of the restoration actions across Cuilcagh – Aneirin Uplands SAC as part of the Shared Island Programme. This tender will include two main tasks, one related with plan, implement and deliver restoration and the second to monitor and evaluate peatland restoration. Task 1: Plan, implement and deliver peatland restoration 1. The successful tenderer will identify and prioritise target sites, obtaining permissions/permits to inform decision making to prioritise sites providing the best cost-benefit return in coordination with WaterLANDS Action Site Coordinator, NPWS and stakeholders. 2. The successful tenderer will draft restoration plans in coordination with WaterLANDS Action Site Coordinator. 3. Implementation of restoration plans including materials and labour will be delivered by the successful tenderer. Coordination of materials purchasing, storage and deliver restoration works engaging with local communities will be required. 4. Procurement and financial administration. Component 1: Prioritising sites and obtaining permissions This component will commence in January 2024. 1. Project establishment (January 2024) a. Project Steering Group in coordination with WaterLANDS. b. Data privacy assessment and agreement. c. Data sharing agreement between all the project partners. 2. Stakeholder engagement and consultation (throughout) a. A map of stakeholders involved in the SAC. b. A more refined stakeholder map within the restoration sites. c. Regular short update reports to the WaterLANDS Action Site Coordinator with an annual formal report of the actions taken during the year and a financial report. d. Regular update meetings with the WaterLANDS Action Site Coordinator and others when required such as LIFE IP Wild Atlantic Nature and Shared Island projects. e. Ongoing engagement with Shared Island project coordinators in Northern Ireland and Scotland. f. Main point of contact between landowners and the project team, coordinating regular communications with landowners via newsletter. g. Obtain permissions from landowners, NPWS and others to implement restoration. Landowner engagement is a core aspect of this overall project. 3. Prioritising restoration sites (May 2024) a. A high-level plan of GIS dataset of degradation areas across the SAC including the following: bare peat areas, artificial drainage, peat hags/turf cutting areas and other degradation features. b. Undertake hydrological analysis and map the hydrological units across all blanket bog habitat (7130) reported by NPWS across Cuilcagh – Anierin Uplands SAC. c. A map with site prioritising based on the variables described in point 3.a. and 3.b. Component 2: Draft high-detail restoration plans This component will commence in May 2024 after defining the priority sites, but including at least the site defined by WaterLANDS, Slieve Anierin as priority. Where permission is not granted for the proposed site, additional sites across the SAC covering the same amount of area (250ha) will need to be addressed with high-detail restoration plans, restoration actions and materials. This component will need to be completed by September 2024. 1. Undertake pre-assessments in the field to develop restoration plans. This includes: a. If not available, acquire aerial imagery, Digital Terrain Models and any other datasets required to undertake the pre-assessments. b. Peat depth survey at least at 50 by 50 metres systematic grid across all restoration site/s. c. Vegetation surveys following NPWS standards and guidelines and following the methodologies established by WaterLANDS research monitoring. d. Habitat mapping at least at EU Habitats Directive level and following NPWS standards and guidelines if not available. e. Hydrological analysis including hydrological units, drainage (artificial and natural) and description of the hydrological degradation. f. Degradation features including peat hags, bare peat areas and turf cutting with descriptions when required. 2. Verify in the field the pre-assessments before draft restoration techniques. 3. Draft a restoration plan including all restoration techniques required in a GIS format with post-verification of appropriate techniques and using appropriated templates facilitated by the WaterLANDS Action Site Coordinator. 4. Co-create with landowners the drafted restoration plan and implement potential modifications required before seeking approval from NPWS. 5. Undertake the appropriate risk assessments, with particular interest on peat slides and when necessary, undertake additional measures and investigations, such as geotechnical assessments to measure peat stability. 6. Storage and manage the data making this accessible to the project team following the NPWS standards and guidelines. 7. Undertake appropriate assessments and obtain permissions in relation with data privacy regulation. Component 3: Implementation of restoration plans As part of the contract, the successful tenderer will need to manage and purchase the materials required to implement the high-detail restoration plan developed in component 2. In addition, labour required will need to be manage by the successful tenderer. This component will be completed by the end of 2027. 1. Purchase materials for restoration actions and arrange storage facilities. The estimated budget for restoration materials including geotextile, coir rolls, timber and plastic dams is approximately €650,000 excluding VAT. 2. Implement restoration actions following the restoration plan designed in component 2 in collaboration with local communities with particular interest in landowners in collaboration with the WaterLANDS team. 3. Verify restoration plans before, during and after restoration implementation reporting any changes or modifications to the original plan drafted in the component 2 of this tender. A continuous verification will be required from the successful tenderer and it is a critical aspect of this tender. 4. Facilitate and organise visits to the site by other conservation projects, NPWS and any other organisations related with peatland restoration projects. 5. Seek for permissions (e.g. NPWS) to install information boards about the restoration project in consultation with the local council, landowners and WaterLANDS Action Coordinator. This might include improve existing paths or create new walking paths to the restoration sites always considering the impacts on the peatland surface and permissions required. 6. Ongoing engagement with farmers and local communities before, during and after restoration organising workshops and visits to show the restoration progress at least once every 6 months. 7. Continuous coordination and reporting with the WaterLANDS Action Site Coordinator weekly and wider teams (e.g. WAN and Shared Island) when required. 8. Preparation of reports and presentations once a year with the project progress, economical assessment and planned targets for the upcoming year. 9. Procurement and payment administration. Component 4: Procurement and Financial Administration 1. This role requires the preparation of procurement material and the administration of payments to preferred tenderers / suppliers. The Coordinator must be familiar with Irish Procurement Guidelines and adhere to Public Financial Procedures and the Payment procedures of National Parks and Wildlife Service and LIFE IP Wild Atlantic Nature. 2. The co-ordinator will provide financial data to the Steering Group all of which is subject to internal and external audits. 3. Provide information when required in response to any AIE, FOI, Audit or any such info as requested by the Department in the ordinary course of its business (for example info to aid responses of Parliamentary Questions etc.). Task 2: Monitoring and evaluation of peatland restoration This role requires suitable experience in GIS and remote sensing to undertake a diverse range of pre-assessments and restoration techniques mapping to implement restoration across all project sites (included in Task 1). It also requires expertise in the scientific and monitoring aspects of the overall project within Ireland, particularly in the area of restoration success. This task includes 3 components: 1. Data collection 2. A monitoring and evaluation programme will be established by the WaterLANDS Action Site Coordinator with the collaboration of LIFE IP Wild Atlantic Nature project manager with clear indicators for success laid out in advance. Monitoring and evaluation will include quantitative and qualitative data on ecological, environmental and socio-cultural aspects. Ongoing evaluation of training will facilitate improvement in delivery and effectiveness and will be covered in detail. 3. Interconnection and knowledge share with other projects to report a wider view about peatland restoration techniques and restoration success Component 1: Data collection and data management As part of WaterLANDS and Shared Island projects, an integrated monitoring approach has been developed across the site. This component will run until the end of the project. This role will require: 1. Collection of data across the restoration sites including the following variables: a. Water loggers’ installation and monthly data collection. The WaterLANDS project team will facilitate the equipment required. b. Maintain and collect GHG measurements at the resolution required by the project team. This include additional sensors related with the variable. All equipment will be provided by WaterLANDS project. c. Maintain and collect meteorological data from the met station installed in the restoration site by WaterLANDS project. 2. Manage and store all data related with restoration across the restoration sites within the SAC in coordination with the WaterLANDS Action Site Coordinator. Component 2: Monitoring and data evaluation In addition to the data collection, the successful tenderer will be required to summarise data for each of the variables monitored within the SAC and assist in reports and peer-reviewed publications to the WaterLANDS Action Site Coordinator and other project managers under the component 3 of this task. This component will be completed by October 2028 and include the following variables: 1. Summarise water tables datasets monthly and yearly. 2. Report GHG measurements yearly with special attention to monthly and seasonal datasets. 3. Summarise DOC and TOC changes through the year. 4. Summarise meteorological data as well as other sensors installed to monitor peatland restoration and related with the GHG measurements (e.g. soil temperature, air temperature and soil moisture). 5. Process LiDAR data to measure peatland surface changes and produce the initial point clouds as well as additional processing such as surface change point clouds. Error reports will need to be provided. This include datasets from other sites outside the SAC for comparison. 6. Store and manage the datasets following the NPWS guidelines and in collaboration with the WaterLANDS Action Site Coordinator. 7. Participate in reports and peer-review publications under a data sharing agreement as required in Task 1. Component 3: Interconnection between other peatland monitoring projects As part of this project, the successful tenderer will be required to establish collaboration and connections with other restoration projects across Ireland. This aspect will run from the beginning to the end of the project. 1. Establish collaborations with other restoration projects across Ireland and with the wider Shared Island project. 2. Compare and interconnect the restoration monitoring data between sites in coordination with WaterLANDS Action Site Coordinator and other peatland restoration projects. 3. Establish data sharing agreements with other projects to facilitate reports and peer-review publications. EN Doc versions
