About the NPPPU

National Public Procurement Policy Unit

The National Public Procurement Policy Unit (NPPPU) was established in June 2002 to (i) formulate policy, (ii) desseminate advice and best practice experience on procurement to the Irish public sector in order to improve its procurement capacity and (iii) deliver the Government's eProcurement strategy.

The NPPPU comprises the following sections:

  • Public procurement policy
  • Construction procurement
  • Procurement management reform including education and training
  • Electronic procurement (eProcurement)

The public procurement policy section is responsible for procurement policy, national procurement guidelines, EU directives and the Government Contracts Committee.

The procurement management reform section deals with the development and implementation of specific policy and practical initiatives to advance the process of strategic procurement change in the Irish public sector. This has involved developing a National Public Policy Framework, practical approaches such as pilot aggregation initiatives as well as the development of policy papers and best practice advice.

The eProcurement section is implementing electronic procurement systems following the government's eProcurement strategy, Strategy for the Implementation of eProcurement in the Irish Public Sector and the EU's action plan on e-procurement. This includes the development and promotion of the national tendering website, www.etenders.gov.ie, management of the public procurement portal, www.procurement.ie and addressing electronic auctions and electronic catalogues. The section also hosts a network for those involved in procurement throughout the public sector.
